I never found one that gave skill points.

Tome of Leadership

is the most amazing one I've found.

Got it in the cemetry by digging up a grave, but it seems to occur randomly as loot, because I didn't find it on my first playthrough, but I did on my second. The graves have great random loot that you can save scum for actually. I got a skull for my mino and the Leadership tome on my second play while on the first I got junk and some skeletons who attacked me.

Anyway, what the

Leadership Tome does is it makes whoever you use it on the "Party Leader", a trait which gives +1 in all stats to the rest of your party as long as you stay alive. Put it on your beefiest guy and it's party time. Easily the best item I've found so far in terms of raw stat gains.

I've also found some other lesser tomes which

increased health and energy a bit - think it was +25.
