Ok, so what's better in high-end game?
A dual wielding barbarian or a dual wielding rogue? Does the plus 1 bonus strength / level up, fill the 15% damage gap up from rogue? Assuming you get the best strength based light weapons?

Pretty hard to tell, depends on the attribute values at that time.
Also a rogue would more likely go for dex-based light weapons since he'd focus on dexterity, not strength.
A light weapon dual-wielding strength based character would prolly use both Sickle Sword.
His damage would be: (15 to 46 damage + strength-based bonus) * 2 * 0.6 [respectivly 0.75 for a rogue]
A light weapon dual-wielding dexterity based rogue would use Serpent Blate and Moonblade.
His damage would be: ((13 to 39 damage + dexterity based bonus) + (10 to 31 damage + dexterity based bonus)) * 0.75

Have made some fast maths and very few time to write this morning so in sumary : Barbarian damage will be higher than rogue but the fact that barbarian use strength-based weapons and rogue dexterity-based mean rogue will have better dexterity so better accuracy than barbarian so question remained to be answered.

Don't forget crits.
I can't remember how that gets factored in to dps calculations.
Barbarian= (Damage Formula) * 1.05 * Crit Damage Modifier
Rogue = (Damage Formula) * 1.2 * Crit Damage Modifier
Is that it?

The rogue's crit class bonus of 1% per level applies only to throwing or missile weapons, not melee.

Rogue is better (less severe penalty)

That's a good question. With a ratling I ended up 35 Dex. Where my Minotaur Barb hit 53 Str.
So it's much easier to stack STR. I'd assume this plays a major impact in the deciding process.
I ended at level 13(just shy of 14). Assuming you do Light Weapons @ 5 and Crit @ 5. Toss maybe two in light armor(which works great btw) and dump the rest in Accuracy(using wisdom books). You can probably outclass rogue melee dps.

According to
viewtopic.php?f=18&t=7351, the dual wielding penalty only affects the weapon's base damage.
from petri: "There is no such bug that we know of. The precision of computations was a little off so that weapons with small damage values (e.g. less than 20 points) had some rounding errors. This has been fixed with the latest beta. Remember that dual wielding penalties only apply to weapon's base damage, not attribute or other bonuses."
That means throughout the game through early game to late game, the barb should hit slightly harder/have way more health than the rogue, but the rogue would have more accuracy/evasion assuming a dex build. There is no reason to build a str rogue anyways.

You guys are also forgetting one other thing. If your standing still, tanking an enemy face to face, the Barb would be better because of higher health and normal dmg. However, if your a person that likes to kite around enemies, and get behind them, a Rogue only needs 3 points in Light Weapon and 3 Points in Crit to be able to double backstab an enemy for triple dmg with each weapon. Add in 2 points in Acc, and he can do that from the backrow too. A Barb trying to do backstab tripple dmg would need 5 points in Light Weapons, and 5 points in Crit too, 4 points more than the Rogue that can put 2 points in Acc, and 2 points anywhere else.

? I'm not sure what you're getting at. A barb can dual wield with 3 points in Light weapons and backstab with 3 points in critical. A rogue's class bonus is that the dual wield penalty is 25% vs the usual 40% and that's all as the 1% crit chance per level is with missile weapons. You would put 5 in light weapons anyways to increase your damage as a rogue.
