Hidden area in Keelbreach bog surface

In the middle of Keelbreach bog, there appears to be a secret zone raised out of reach. there was some breakable wood blocking a cliff, which i removed with fireball, but I'm unable to get there.
From the pit you can see what appears to be an altar with a axe or some weapon sitting on it.
Anyone have any ideas? I've looked around for a switch or button but no luck so far.
