after pre ordering and downloading the manual and looking through it.. will the game itself have descriptions of the attributes and skills etc.. like what stats are good

for what classes etc? like a tooltip on what dexterity or willpower etc is best for? thanks in advance.. also.. will there be a clue book available

Yes, but I suspect this will all flow from the community and not the developer. Though at some point, perhaps the math behind the stats will be revealed by the coder. Then the min/maxing and "best-in-slot" gear discussions will begin.

It appears there are detailed in-game tooltips for the skills and attributes. You can see them in the below preview video from Kotaku when the player mouses over the stats (he opens the map as well, so the below video may contain map spoilers):

Yeah, the rules are explained in the tooltips but you have to find the best combos yourselves.
