Strength based Throwing skill? Doesn´t that scale with Dex?

So there´s a few guides and a few folks who are telling me to try Strength based Minotaur Barb for Throwing weapons.

But don´t throwing weapons scale off Dex?

Or that just MISSILE weapons?

You can tell by looking at them.
All throwing and most melee weapons are Strength based.
Alll missile weapons and daggers are Dexterity based.
