I still have both options from the editor File menu:
Export...
Publish to Workshop...
Is one of yours greyed out or not even showing up?

Publish to workshop is definitely not showing up at all.

Hmm, maybe restarting the Steam client and then restarting the game helps?

\n has no effect in the dungeon Description.
Any way to make new paragraphs for that? Mine is pretty long and sets the mood with some story, but having all one huge block of text makes it harder to read

I've found that exactly 71 - in a row (with spaces before and after) will consume one full line, and leaving a few more spaces before the next word will give an "indent" for a paragraph. Not the best solution, but workable
(also, 51 * in a row fill a line too, but I like the look of the - better)
