Resolution problem

Going by this information your system should not offer or run any resolution above 1920x1080 so we need to go into details:

Inside the nVidia driver
- which DSR-Factors are enabled? -> screenshot plz
- which resolutions are defined and listed? -> screenshot plz
- which scaling factors are selected? -> screenshots plz

Up to here all seemed to be default but now things get strange:

The nvidia default here is the radio button being in the lowest selection and the checkbox being disabled.

I guess you choose these settings to stretch stuff with a resolution limit to fill your screen. This in itself should not cause trouble WHEN the driver can identify your display's capabilities correctly. Yet it seems this is what your driver can't do since it stats at the bottom that the native resolution of your display is 1024x768.

This might be caused by a missing or wrong monitor definition since the monitor is connected with analog VGA cable.

-> revert these settings to default: select "Keine Skalierung", uncheck the checkbox and apply
-> install the monitor driver so the nvidia driver knows what he is working with
-> when possible use digital cable

and I did the other things except for the the cable, It will take some time until I have that. It is an HDMI cable, right?

Once you did this

-> install the monitor driver so the nvidia driver knows what he is working with

you should see a change inside the nNidia driver under "Native Auflösung".
What are the results?

I can't tell which cable type you'll need since i don't know what your monitor is (maker/model). Wasn't it delivered with cables? Usually you should get at least a regular VGA and a DVI cable.

My monitor is a ProLite E2483HS, I searched for the drivers to download but I guess that was just a malware scam.

I got this monitor from a friend, so it didn't come with any driver software, but it came with the cable I'm using now.

When you are looking for drivers always go to the manufacturer first. The iiyama support offers both the drivers and ICC profiles for all their monitors in one large ZIP archive in their download section, so download, unpack and install.

You should ask your friend for the DVI cable that came with that monitor.
iiyama states that this monitor is shipped with one by default.

And I can get that cable, but that can take a few days.

What does the nVidia driver say now about the native resolution under "Skalierung"?

I managed to find a digital cable, don't even know what it's called. Now the native resolution really is 1920 x 1080, the cursor offset and the downsampling is still there though.
