My rogue is almost all points in missile weapons, and almost all in Dex. Using bow right now. I have stopped playing because it's quite late now, but I share your concerns - I wanted this rogue to be my main damage dealer, and now it doesn't look well...
Of course, an alternative solution is just to go up the assassination skill tree. At level 12, (which you can easily reach at level 4, and if you choose human and/or skilled trait, at level 3), you get the ability to make melee attacks from the back row. I agree that that doesn't really count as a 'ranged rogue', though.

I understand what you are saying, but this is so fundamental (a lot of people really like the notion of ranged specialists, and in practically every RPG ever created with stats, this means a dex character) - I don't think this really qualifies for min-maxing. Someone pouring all their stats into dex when it is actually useless for offense (and almost useless for defense for a rear-rank character) to me isn't a matter of min-maxing.
