frostbolt freeze chance?

Does any one know whether water magic level boosts the freeze chance of frost bolt as well a as its damage?

Or is there just a flat percentage chance at all levels? And if so, what is that percentage?

I do not know the actual %. We can not access that data freely.

However according to the tooltip water magick skill extends both the duration and chance of freezing.

I noticed that I seem to freeze some enemies far more often than others. For example, those flying crow things seem to have a really high freeze chance, it seemed like they had a 100% chance to freeze for me and the green slime enemies were almost impossible to freeze.
