Bog: south side grate under water

Is there a way to open the grate that is underwater in the bog, all the way on the south side, near where the exit to the hub teleporter is?

I think that's supposed to be the edge of the world. If you look at the area directly west of it (Shipwreck Beach) that's where the ocean begins.
