So the game will not run. I reinstalled, and still had the same problem.

Looks like DirectX hasn't been properly installed. Did you perhaps skip installation of DirectX in the installer?

Ok, weird. Could you try installing the latest DirectX version from Microsoft:

I was getting that same error with the GOG install, but in WINE. So, naturally I was assuming it was due to something I wasn't doing right in WINE, not the installer. I was able to get it to install on a windows machine at work to test but I did have to download DX9 from the MS site.

I get the same error on a Vista machine, which has DirectX 11. I can't downgrade to DirectX 9, as far as I know.
