Again, that's just a rough draft of typical fantasy races I thought of. I could theorycraft the spread of stats of other races, too, assuming this setting has ratmen and other such beasties.

Your Dwarf has 42 attribute points, just like the Minotaur, only the Minotaur only has 1 skillpoint. Giving your Dwarf 3 skillpoints feels inherently broken to me. As a general rule of thumb, never give new/custom races/classes/skills/items/spells more points than existing ones, unless there's a good drawback. You might want to take a point away from Dwarves, especially Toughness. Starting with a 16 is just too good!
As for the Elf, his stats seem fine balance wise, until you actually let them have both "to hit" and "damage" based on Dexterity, meaning they doubledip from one stat they get boosted and get penalized in a stat they no longer have much use for. Now if you'd say Attack Power for ranged attacks...

A big NO! to elves, dwarves, halflings, kenders and half-elves in The Northern Realms. I found it quite refreshing that the game had a rather unusual race setup in addition to the humans. If I want elves and dwarves I'd go play some AD&D-based or almost any other fantasy game instead.
You know you're screwed when the light at the end of the hallway is an onrushing ogre wielding a torch.
