Fact is:
1. Taxture quality is not that great
2. You can see objects poping in from the distance
3. Changing graphic properties and resolution has little or no effect on the framerates
4. Particle effects are there..and that is all you can say about them
5. There is no DoF, no bloom, no AA, no tesselation, no physX
6. Random FPS drops in the most random parts of zones
Yet our GPUs are still guilty of the poor performance. Lets face it. The game itself is a huge step forward when you compare it to its predecessor. Everything about it is great apart from the engine and optimization which is abysmal in some cases.
Truth is, maybe it would be worth to look at the whole engine again and improve it later down the road. That will only do the game good.

The first issue is that your system prevents your GPU from doing what it wants to (rendering stuff) by cutting it's power. Your GPU-Z graph made that clear. If your GPU could render as it wanted to you would have at least 20+ FPS anywhere. There is nothing any modification of the LoG2 engine can change here.
The second issue is that people with close-to-min-req GPU's (which yours does not belong to) don't want to see that their hardware is weak.
