Yes I can get 1920 x 1080 to work sometimes, only the cursor offset is still there.

Currently I can't start the game because of the audio error and no directx works, I'll keep trying though.

I managed to find a digital cable, don't even know what it's called. Now the native resolution really is 1920 x 1080, the cursor offset and the downsampling is still there though.

My monitor is a ProLite E2483HS, I searched for the drivers to download but I guess that was just a malware scam.
The current driver is:

and I did the other things except for the the cable, It will take some time until I have that. It is an HDMI cable, right?

I don't recall installing any software like that. I have searched for it on my PC but not found any. The only instance "downsample" turns up at all is in a different game's files.
