You're experiencing a CPU bottleneck. The game seems to only make use of a single thread, which is why the framerate can drop so much when outdoors. Nothing you can really do about it short of overclocking your CPU (which you can't and shouldn't do on a laptop).

I think I may have found a simpler solution. I am gonna have activated pushable block floor triggers all over which, when toggled by the block, simply turn on the teleporter above it, with the teleporter only staying on so long as the movable block is beneath it. Barbarian Minotaur has been pretty good for me so far. It's pretty insane how high you can get their strength with the +1 every level in combination with the head hunter perk.
